This page provides an overview of all relevant references to the Council that were shared prior to the establishment of the first Council — in reverse chronological order.
Members of the Star Atlas Council will guide the PIP drafting process, manage discussions about PIPs, and recommend well-drafted PIPs for consideration by the Star Atlas Foundation to be advanced to voting.
Star Atlas Council members also will have more visibility into governance deliberations, and their feedback on governance processes will be invaluable to the further development of the Star Atlas DAO.
The Star Atlas Council will serve as administrators facilitating the governance processes of the Star Atlas DAO. Principal functions of the Star Atlas Council include:
Moderating the Governance channels of the Star Atlas Discord to encourage healthy and productive discussion on PIPs and other governance matters
Acting as a positive and welcoming influence to encourage greater participation in governance
Providing initial feedback to PIP authors, suggesting revisions where appropriate, and recommending the rejection of PIPs that do not adhere to the requirements of PIP-1
Making recommendations to the Star Atlas Foundation when a PIP is ready for advancement to voting
Participating in discussions with the Star Atlas Foundation and other Star Atlas Council members regarding the state of governance
Providing feedback regarding strengths and weaknesses of governance processes and suggesting improvements
Develop resolutions for the Star Atlas Council to improve operational consistency and transparency
The initial term of the Star Atlas Council shall be 6 months.
There will be 5 seats on the Star Atlas Council. If a seat is vacated during the term, the Star Atlas Foundation will select a replacement member.

Council Members are elected representatives of the Star Atlas DAO. Their job is to care for and foster the ecosystem’s development by screening PIPs, protecting the legislative process, proposing resolutions, moderating community debates, and protecting the values of the DAO.
Council Members are also in charge of managing the DAO’s public debate channels, and as you will see, they are a vital part of the Star Atlas DAO’s functioning. The initial term for the Council Members will be six months, and in the current proposal of the council, there will be five open seats for this function.
The decisions of the Star Atlas DAO shall be guided, but not controlled, by a Council of elected representatives. One of the main problems faced by many DAOs today is that pure direct democracy in which every decision is debated and weighed by every member of the community leads to inconsistent outcomes, poorly thought-out proposals (sometimes issuing illegal or impossible instructions), and noise that makes it difficult for projects to move forward.
We believe that the quality of decision making by a large community is improved by having a council shepherd the proposal ideation and drafting process such that proposals will receive a full vetting before formally being submitted for voting. The Star Atlas Council will provide input on draft proposals, with an eye for potential legal pitfalls and malicious or unintended effects.
Some benefits of the Star Atlas Council’s influence on the proposals process include:
A single body of representatives can more easily receive confidential information that could benefit the DAO, if keeping such information confidential clearly is in the best interests of the DAO.
The Council could more easily receive input of experienced specialists where appropriate.
A consistent set of representatives vetting proposals would add consistency to all proposals and ensure all proposals are aligned with the Star Atlas Constitution.
Star Atlas Council members will be elected and replaced by the Star Atlas DAO via on-chain governance. The number of Council members and other details regarding the Star Atlas Council (such as the duration of their term) will be determined with input from the community. We encourage highly active and devoted members of the community to run for seats on the Star Atlas Council.
