PIP-3: Star Atlas Council
SUMMARY
This proposal seeks to initiate the process to establish the first Star Atlas Council. The Star Atlas Council will serve as administrators that guide the governance processes of the Star Atlas DAO and ensure that PIPs adhere to the requirements set forth in PIP-1.
MOTIVATION
The goal of this proposal is to give active members of the community the opportunity to play a more direct and significant role in governance processes. Members of the Star Atlas Council will guide the PIP drafting process, manage discussions about PIPs, and recommend well-drafted PIPs for consideration by the Star Atlas Foundation to be advanced to voting.
Star Atlas Council members also will have more visibility into governance deliberations, and their feedback on governance processes will be invaluable to the further development of the Star Atlas DAO.
SPECIFICATION
The Star Atlas Council and Its Powers
The Star Atlas Council will serve as administrators facilitating the governance processes of the Star Atlas DAO. Principal functions of the Star Atlas Council include:
Moderating the Governance channels of the Star Atlas Discord to encourage healthy and productive discussion on PIPs and other governance matters
Acting as a positive and welcoming influence to encourage greater participation in governance
Providing initial feedback to PIP authors, suggesting revisions where appropriate, and recommending the rejection of PIPs that do not adhere to the requirements of PIP-1
Making recommendations to the Star Atlas Foundation when a PIP is ready for advancement to voting
Participating in discussions with the Star Atlas Foundation and other Star Atlas Council members regarding the state of governance
Providing feedback regarding strengths and weaknesses of governance processes and suggesting improvements
Develop resolutions for the Star Atlas Council to improve operational consistency and transparency
The initial term of the Star Atlas Council shall be 6 months.
There will be 5 seats on the Star Atlas Council. If a seat is vacated during the term, the Star Atlas Foundation will select a replacement member.
Eligibility
Only those who are eligible under the Star Atlas Terms of Service and are legally able to enter into a contract with the Star Atlas Foundation may serve as a Council member (e.g., cannot be from a sanctioned jurisdiction, cannot be a minor, etc.).
Members of the Star Atlas Council may need to undergo identification procedures with the Star Atlas Foundation, although they may operate publicly under a pseudonym.
The Nominations Process
Upon approval of this PIP, candidates may begin nominating themselves by filling out a form made available on the Star Atlas Discord. Only self-nominations will be accepted. The form will require information on the nominee, their background, and their qualifications.
Nominations will remain open for 2 weeks.
Voting
After nominations have closed, the Star Atlas Foundation will collect and make candidatesโ information available to the public for a period of at least 2 weeks. Candidates are encouraged to actively participate in governance discussions, debate issues important to Star Atlas, and otherwise provide information on how they would operate as a member of the Star Atlas Council.
Personal attacks unrelated to governance issues will not be tolerated.
Voting will be conducted by a PIP submitted by the Star Atlas Foundation through the PIP process, enabling a ranked-choice voting mechanism. The 5 candidates that receive the most PVP will be eligible to become Star Atlas Council members. If a winning candidate does not join the Star Atlas Council (e.g., drops out after the vote or is not eligible to join due to applicable law) then the Star Atlas Foundation shall establish procedures to determine replacement members.
If more than 20 candidates are nominated, the election will be conducted over two ranked-choice voting rounds: the first after to select the top 12 candidates, and the second immediately after to select the top 5 candidates.
IMPLEMENTATION DETAILS
The Star Atlas Foundation and its administrators shall be responsible for managing the election processes for the Star Atlas Council.
TIMELINE
Once approved, nominations will be open for 2 weeks. Candidates will have at least 2 weeks to campaign, and then a vote (or two rounds of voting if there are more than 20 candidates) will be conducted. Upon conclusion of the vote(s), the winning candidatesโ 6-month term will begin.
