A DAO, or Decentralized Autonomous Organization, is a way to manage decisions in a project using blockchain technology. It lets a group of people make decisions together without relying on a central authority, like a company boss or board of directors. Where possible, DAOs use automated tools to run things smoothly, with members voting on proposals and decisions being executed automatically through smart contracts. This system improves on traditional organizations by making decision-making more transparent and frictionless, lowering barriers for people to join, and removing middlemen.
In the Star Atlas DAO ecosystem, there are multiple levels of governance. There are regional sub-DAOs that govern a region of space in the low- and medium-risk zones of the Galia Expanse (in-game). On top of these, there are three Faction DAOs that govern the player factions in Star Atlas: the MUD, ONI, and Ustur. At the very top is the main Star Atlas DAO, which is tasked with big-picture decisions like managing monetary policy, treasury management, and game-wide decisions regulating the overall well-being of Star Atlas.
At this point in time, the Star Atlas DAO Governance is live (though technically not feature complete, nor is its mandate fully operational). The other layers will roll out in the future as ATMTA (Star Atlas' core developer) builds out the wider Star Atlas ecosystem:

The ultimate vision for Star Atlas is to be decentralized and sustainable. However, in the early stages, it is critically important to get the game "right" and see it through to the fully envisioned version.
To this effect, the Star Atlas DAO is designed to allow the investors and players to take over the reins eventually, yet still allow a reasonable degree of control for the developers in the beginning.
Although the long-term goal of the Star Atlas DAO is to govern the game in its entirety, at this stage, its current responsibility is managing the treasury and governance processes. The DAO’s current mandate focuses on overseeing financial decisions, such as how funds are allocated and managed.
In a few years' time, ATMTA will hand over full control to the Star Atlas DAO. This is currently planned to take place upon completion of V1 of Star Atlas (Season 8). Afterwards, the Star Atlas DAO will:
Control the Game & its IP
Govern all economic levers*
Govern all in-game mechanics*
Be tasked with maintaining the game
Be tasked with contracting (core) developers
Provide all ecosystem support
* most likely through the help of hired specialists
