PIP-4: Star Atlas Ecosystem Fund
SUMMARY
This proposal seeks to create the Star Atlas Ecosystem Fund, seed it with a budget of 20% of the Star Atlas DAO’s treasury (subject to limitations below), and establish a process by which community members may apply to the Star Atlas DAO for grants from the fund to develop various aspects of Star Atlas.
MOTIVATION
The success of Star Atlas is and always has been community-driven. The primary goal of this proposal is to create a new path for the Star Atlas community to identify and award funding to those who will build new Star Atlas experiences and products. Although the Star Atlas community and guilds have already been extraordinarily active in this regard — from developing player tools and gameplay experiences to creating merch to hosting community meetups — this proposal is intended to generate even more excitement among community builders.
The types of efforts that could be funded under this proposal include:
Creating software tools that enhance player experiences
Hosting community in-person or virtual meetups
Supporting educational or informational initiatives to grow the Star Atlas community
Building new creative works or materials — such as videos, art, or music — based on Star Atlas intellectual property
Other types of efforts could be funded as well, as long as they relate to the development or improvement of Star Atlas, and as long as the product or experience is open to all Star Atlas community members (rather than, for example, benefiting only one guild or faction).
Also, products developed using Star Atlas intellectual property must adhere to the Star Atlas Terms of Service, including the terms relating to using the “Powered by the People” logo and following the applicable royalty terms.
SPECIFICATION
Creation and Funding of the Star Atlas Ecosystem Fund
Upon approval of this PIP, the Star Atlas DAO shall allocate the following amounts from its treasury to be used exclusively for the Star Atlas Ecosystem Fund: (1) 20% of the ATLAS in its treasury and (2) 20% of any USDC that exceeds $500,000 USDC in its treasury. If there is $500,000 USDC or less in the Star Atlas DAO’s treasury, no USDC will be allocated for the Star Atlas Ecosystem Fund.
On a quarterly basis, beginning with the first full quarter after approval of this PIP, the Star Atlas DAO shall allocate funds to be used exclusively for the Star Atlas Ecosystem Fund as follows: (1) additional ATLAS such that the amount of ATLAS in the Star Atlas Ecosystem Fund consists of 20% of the total ATLAS in the Star Atlas Ecosystem Fund and the Star Atlas DAO’s treasury and (2) additional USDC such that the amount of USDC in the Star Atlas Ecosystem Fund consists of 20% of the total USDC that exceeds $500,000 USDC in the Star Atlas Ecosystem Fund and the Star Atlas DAO’s treasury. If there is $500,000 USDC or less among the Star Atlas Ecosystem Fund and the Star Atlas DAO’s treasury, no additional USDC will be allocated to the Star Atlas Ecosystem Fund.
Disbursements from the Star Atlas Ecosystem Fund shall only be made through the application process described in this PIP.
This PIP provides only for an initial budget for the Star Atlas Ecosystem Fund and does not reflect a recurring funding obligation by the Star Atlas DAO.
No more than 5% of the initial budget for the Star Atlas Ecosystem Fund may be awarded in a single PIP to a single recipient.
The Star Atlas Foundation shall be responsible for tracking the remaining assets of the Star Atlas Ecosystem Fund, making disbursements when funding proposals are approved by the Star Atlas DAO, and providing quarterly updates regarding the disbursements of funds.
Funding Application Process
To apply for a funding grant from the Star Atlas Ecosystem Fund, applicants must go through the PIP drafting process specified in PIP-1.
Successful applications must include the following detailed information:
The names of persons and/or entities involved in the project
Pseudonyms may be used for public proposals, but the Star Atlas Foundation will require KYC of persons involved prior to making any disbursements
The project in detail
Describe the project’s output in detail — what will be created, how it will be accomplished, and who will be involved (and why they have the expertise to get it done)
Include references or links to similar projects, particularly if the applicants were involved
Describe the intended audience
Explain how the project will improve the Star Atlas ecosystem
Include information on potential conflicts of interest
The expected timeline
Milestones and deliverables must be specified
The anticipated budget
Include a breakdown of anticipated expenses in detail
As with the PIP process in general, applications will be reviewed by the Star Atlas Foundation and its administrators for adherence to drafting guidelines and other general PIP requirements. Feedback may be provided if revisions are necessary — for example, to include greater detail on milestones and deliverables so that progress can be evaluated on an ongoing basis.
IMPLEMENTATION DETAILS
The Star Atlas Foundation and its administrators shall be responsible for creating and managing the Star Atlas Ecosystem Fund.
TIMELINE
This PIP is ready for immediate implementation and, if approved, shall remain in force in perpetuity, unless modified or revoked by the Star Atlas DAO, or until the initial budget for the Star Atlas Ecosystem Fund is exhausted.
COST
The Star Atlas DAO shall be responsible for funding the Star Atlas Ecosystem Fund. Further costs related to the management of funding proposals shall be included in the Star Atlas Foundation’s budget.
